Franklin Lakes Residents for Responsible Development, LLC (FLR4RD) is a group that was formed to address the concerns of Franklin Lakes residents regarding the excessive overdevelopment of the Cigna/Express Scripts property which lies directly adjacent to Parsons Pond Park. While our initial focus is mitigating the impact of this development project, we have an eye on future projects and we are ready to oppose and limit the overdevelopment.
The Settlement Agreement that was approved by the Mayor and Council on August 24, 2023 will allow for the following:
* Construction of 495 multi-family housing units by the developer (SHG), which would include 62 units of affordable housing.
There is an option to build a 'federal use' facility (details yet to be determined) of up to 330,000 square feet. If this option is exercised, it would reduce the number of multi-family housing units to 250. 62 of the 250 units would be affordable housing units.
* Construction of 70,000 square feet of retail/office space by SHG.
* Transfer of 3.5 acres of property by SHG to the Borough of Franklin Lakes for the construction of 65 units which will produce 71 affordable housing credits. A separate developer will be selected for this development by the Borough.
The adverse impacts of such massive warehouses and excessive housing will put an enormous strain on our community on all fronts. From our roads, traffic, taxes, schools overcrowding, child safety, police, EMS, fire department to an enormous environmental footprint.
Franklin Lakes Residents for Responsible Development has retained an expert land use attorney to represent the interests of the residents of Franklin Lakes.

Please vote 'YES' to the public referendum question on your ballot this fall to help Franklin Lakes acquire, preserve and maintain land that becomes available for recreation and conservation purposes (Open Space Trust Fund).
